Reading the chart:the “+ each addl” column is what to add for every dependent beyond two. Example: full-time institutional with 4 dependents is $1,188.15 + 2 × $86.58 = $1,361.31/month.
Below half-time attendance is not payable for institutional training beyond tuition and fees. If you are also Post-9/11 GI Bill eligible, you may be able to elect a higher housing-based rate.
