How to Get Your VA Loan COE (Certificate of Eligibility) — 3 Paths
Three ways to get your COE: through a lender via VA LGY Hub (fastest, often instant), online at VA.gov, or by mail with VA Form 26-1880. Documents required and typical timelines.
The Certificate of Eligibility (COE) is the document that says the VA agrees to guarantee a loan for you. Lenders need it before they can underwrite a VA loan. Most veterans never see the COE itself because their lender pulls it electronically.
Here are the three paths and when to use each.
Path 1: Through Your Lender (Fastest, Default)
Almost every VA-approved lender has access to the VA's LGY Hub (Loan Guaranty system). They submit your information — name, DOB, SSN, branch of service, dates of service — and the system returns a COE in seconds for ~70% of veterans.
Timeline: instant to 1 business day.
What you give the lender:
- Your DD-214 (Member Copy 4) if you've separated
- Your current LES if you're active duty
- Your statement of service from S-1 if you're a Guard/Reservist still in
- Your Social Security Number and basic ID
If LGY Hub doesn't auto-issue (older service records, multiple periods of service, name changes), the lender can submit a manual request through the same portal. That usually clears in 5-10 business days.
This is the path you should take by default. There's no advantage to applying for the COE before you talk to a lender.
Path 2: Online at VA.gov
You can request the COE yourself through your VA.gov account. Go to VA.gov → Housing assistance → Home loans → Request a Certificate of Eligibility.
Timeline: 1-7 business days for most cases.
Why use this path:
- You want to verify your eligibility before talking to lenders.
- You want to see your entitlement balance (especially useful if you have an existing VA loan).
- Your lender's submission is stuck and you want to drive the request directly.
You'll need a Login.gov or ID.me account to access VA.gov's authenticated services. Setting one up takes 10-20 minutes.
Path 3: By Mail (VA Form 26-1880)
The legacy paper path. Use this only if the electronic paths have failed.
Form: VA Form 26-1880 (Request for a Certificate of Eligibility)
Where to send it: VA Atlanta Regional Loan Center, P.O. Box 100034, Decatur GA 30031.
What to include:
- Completed VA Form 26-1880
- Copy of DD-214 (Member Copy 4) — for veterans
- Statement of service signed by S-1, Personnel Officer, or commander — for active duty / Guard / Reserve
Timeline: 4-8 weeks. Painful. Use only as a last resort.
What "Restoration of Entitlement" Means
If you've used your VA loan before, the COE will show your remaining entitlement. There are three states:
- Full entitlement: You've never used a VA loan, OR you sold the prior property AND paid off the loan. No county loan limit applies.
- Reduced entitlement: You have an active VA loan or you sold the property without paying off the VA loan (rare, but possible with some short-sale scenarios). A county loan limit applies and you may need a down payment to cover the gap above your remaining entitlement.
- One-time restoration used: You can restore entitlement once without selling the property, by paying off the prior VA loan in full. After that, any future restoration requires sale and payoff.
Most veterans restoring entitlement after selling a home should ask the lender to verify with VA that the restoration completed. Sometimes the system shows reduced entitlement until paperwork catches up.

Special Situations
Surviving Spouse COE
Surviving spouses of veterans who died in service or from a service-connected disability can request a COE using VA Form 26-1817 (Request for Determination of Loan Guaranty Eligibility — Unmarried Surviving Spouses).
Submit with:
- Form 26-1817
- DD-214 of the deceased veteran
- Marriage certificate
- Death certificate
- VA Form 21P-534 (DIC) decision letter, if you receive DIC
Active Duty COE
Active duty members request via lender or VA.gov. Statement of service from S-1 confirms your eligibility for COE issuance (90/181 days of active service depending on era).
National Guard and Reserve
Reservists and Guard with 6 years of qualifying service or 90 days under Title 10 active orders are eligible. Statement of service or Notice of Retirement Eligibility (NGB Form 23) supports the COE request.
Veterans Discharged Under Other Than Honorable
The COE process flags non-Honorable discharges and may require a Character of Discharge determination first. See Character of Discharge Determination for what that involves.
Common COE Issues and How to Fix Them
"Insufficient documentation of service"
Order a corrected DD-214 if yours has missing fields. Use SF-180 sent to NPRC.
"Multiple periods of service not reconciled"
If you've served in different branches, components, or had breaks in service, manual review is required. Lender submits with your full service history.
"Prior VA loan affecting entitlement"
If you have an active VA loan, the COE will show remaining entitlement and may require a down payment to bring the new loan within your remaining 25% guarantee. The math works out for most expensive markets — talk to your lender.
"Discharge characterization issue"

Once You Have the COE
The COE is valid indefinitely until your circumstances change (new VA loan, change in dependent status that affects entitlement, etc.). You don't need a "fresh" COE for each loan attempt — but lenders often pull a current one as part of their LGY Hub workflow anyway.
Save a digital copy. It's useful for:
- Comparing lender quotes (some lenders try to add fees that wouldn't be allowed if the COE shows you're funding-fee exempt)
- Checking your remaining entitlement before deciding to use the VA loan vs conventional
- Appealing a denied loan if the lender misread the COE
