BAH Rate Changes: How and When Housing Allowance Rates Change
BAH rates change annually and can increase or decrease. Here's how DoD sets BAH rates, what the rate protection rules are, and how to plan for rate changes.
BAH rates change every January 1st based on DoD's annual market survey of rental costs in each military housing area. Understanding how rates are set — and the protections in place when rates decrease — helps you plan your housing finances over a military career.
How DoD Sets BAH Rates
BAH is set annually through a survey of rental costs in approximately 300 military housing areas (MHAs). The survey methodology:
- Rental market survey: DoD surveys rental properties in each MHA — typically 2- and 3-bedroom apartments and houses within a defined radius of the installation
- Rate calculation: BAH is set at the median rental cost for the appropriate housing type for each pay grade at that location (generally, E-1 through E-4 are assigned smaller units, senior NCOs and officers are assigned larger units)
- Annual publication: Rates are published by the Defense Travel Management Office (DTMO) in the fall and take effect January 1
The survey is designed to cover approximately 95% of housing costs — meaning BAH is intended to cover most but not all of the market. Service members who choose to live above the BAH rate pay the difference.
The Rate Protection Rule: Your Rates Don't Decrease Mid-Tour
A critical protection for service members: if BAH rates decrease for your location, your individual rate is protected as long as you remain assigned to that duty station and your dependency status doesn't change.
This is called "rate protection" (formally, the "hold harmless" provision under 37 U.S.C. § 403). If you're receiving $1,800/month BAH and the rate decreases to $1,700 in January, you continue receiving $1,800 until:
- You PCS to a new duty station (you then receive the new station's current rate)
- Your dependency status changes (gaining or losing dependents)
- You change your housing situation in a way that affects BAH eligibility
Rate protection does not work in reverse: If BAH rates increase for your location, you receive the higher rate automatically on January 1.
When BAH Rates Decrease
BAH rate decreases typically happen in markets where rental costs declined — sometimes because a military installation presence shifted, local housing market corrections, or methodology changes. When this happens:
- Current residents with rate protection continue at the old rate
- New arrivals (after January 1) receive the lower current rate
- This can create situations where two service members at the same rank receive different BAH based on when they arrived
Rate decreases are less common than increases, but they do happen — particularly in smaller or single-installation markets.
How BAH Rate Increases Work
Annual rate increases are more common in most markets. When rates increase January 1:
- All currently eligible service members receive the new, higher rate automatically
- No action required by the service member

Rate increases are applied to your pay automatically by DFAS based on your duty station ZIP code and dependency status on file.
Scenarios That Change Your BAH Rate Mid-Year
BAH changes are not limited to January 1. Your rate changes mid-year when:
You PCS: Your BAH rate shifts to the new duty station rate effective your report date. The new rate may be higher or lower than your previous station — PCS moves to high-cost markets (Honolulu, San Diego, DC) typically increase BAH significantly.
You gain a dependent: Marriage or birth of a child changes you from "without dependents" to "with dependents" rate — a significant increase in most markets. Update your dependency status through your personnel office within 30 days.
You lose a dependent: Divorce or other changes in dependency status change your rate to the without-dependents rate.
You move on/off base: Moving into government quarters ends BAH (you receive BAH Partial instead). Moving off base when authorized triggers full BAH entitlement.
BAH Rate Changes and Your Housing Decisions
Renting: BAH rate changes affect the gap between your allowance and your actual rent. If you're renting at exactly BAH and the rate drops, your rate protection keeps you whole (if already in place). If you're arriving at a new station, rent at or below the current BAH rate to avoid out-of-pocket costs.
Buying: If you purchase a home using a VA loan with BAH covering your mortgage, BAH rate decreases don't affect your mortgage payment (fixed rate). But if you PCS and rent your home out, the BAH you receive at your new station may be different.
