After Boots to Business, the most underused federal resource for veteran founders is the Veteran Business Outreach Center (VBOC) network. ~30 VBOCs nationwide offer free 1:1 business counseling, training, and mentoring. SBA-funded, so it's free at the point of use.
What VBOCs Do
VBOCs are SBA-designated centers that provide:
1:1 Business Counseling
A counselor works with you on whatever stage you're at:
- Pre-launch: business plan development, market research, financial projections
- Early-stage (0-2 years): marketing strategy, sales pipeline, hiring decisions, financing
- Growth-stage: scaling operations, government contracting, exit planning
- Distress: turnaround, restructuring, exit strategy
Most counselors have run businesses themselves. Many are veterans.

How to Engage
Step 1: Find Your VBOC
Use the SBA lookup or call the SBA Answer Desk at 1-800-827-5722 for help locating one.
Step 2: Make the First Contact
Call or email. Most VBOCs have intake forms on their websites. Be ready to share:
- Your military background (DD-214 helps)
- Your business or business idea (1-2 paragraphs)
- What stage you're at
- What kind of help you're looking for
Step 3: Initial Counseling Meeting
The first session is 60-90 minutes. Topics:
- Your goals
- Your current state (business, financial, personal)
- Gaps and risks
- Action plan for the next 30-90 days
You leave with a list of next steps and a follow-up appointment.
Step 4: Recurring Engagement
VBOC counseling is meant to be ongoing. Many founders meet with their counselor monthly or quarterly for years.
What VBOCs Don't Do
- They don't write your business plan for you (they coach you to write it)
- They don't make investments
- They don't guarantee loans (they coach you through SBA application processes)
- They don't take equity or fees from your business
- They don't replace legal or tax advice (they refer to professionals)
