Hawaii Veteran Benefits: What the Statutes Actually Say
Hawaii's veteran benefits, each cited to the statute or state agency behind it. Military retirement is fully exempt and the property tax exemption is real, with county catches.
Hawaii has one of the best tax pictures in the country for a military retiree, and almost nobody describes it correctly. Military retired pay is fully exempt with no cap and no age test, despite an 11 percent top marginal rate on everything else. The property tax exemption for totally disabled veterans is real. The catches are all at the county level.
Every figure below is cited to the statute or the state agency that administers it.
Military retirement pay: fully exempt, no cap, any age
Hawaii's top marginal income tax rate is 11 percent, among the highest in the nation. Military retired pay is not subject to it at all.
Under HRS 235-7(a), Hawaii excludes pensions paid for past services. Military retirement is an employer-funded government pension, so it falls inside that exclusion. There is no dollar cap and no age threshold.
This is a bigger deal than it sounds. In a state with an 11 percent top rate, excluding a full military pension is worth more than a no-income-tax state's benefit on the same pension would be, because the alternative rate is so high. A veteran drawing $50,000 of retired pay keeps every dollar of it from state tax, while their civilian salary in the next bracket is taxed at Hawaii rates.
What is not excluded: your civilian wages, TSP withdrawals that are not part of the pension, and investment income. Plan around that distinction, because it is where the 11 percent actually bites. VA disability compensation is not taxable at either level.
Property tax: a real exemption, administered by county
Hawaii has no statewide property tax. All real property tax is assessed and administered by the four counties: Honolulu, Hawaii, Maui and Kauai. That single fact explains every inconsistency you will read about Hawaii veteran property tax.
The baseline, per the Hawaii Office of Veterans Services: the home of a totally disabled veteran, owned and occupied as a residence, is exempt from real property tax.
Two qualifications that matter:
- Most counties still levy a small minimum tax. The exemption removes the assessed-value-based tax, not the nominal annual minimum. Budget a modest bill rather than zero.
- Lower ratings are handled differently by each county. Maui extends relief at 70 percent and above; Kauai at 80 percent and above. Honolulu and Hawaii County set their own terms. There is no statewide rule below total disability.
Hawaii's effective property tax rate is roughly 0.26 percent, the lowest in the United States (Tax Foundation, owner-occupied, CY2022). That cuts both ways: the exemption is valuable in percentage terms but the underlying bill was already small, so the absolute saving is less than the same exemption in New Hampshire or Connecticut would be. Hawaii's problem is home prices, not tax rates.
Hawaii is one of the 22 jurisdictions that fully exempt property tax at 100 percent permanent and total. This site previously omitted it from that list in error, corrected 5 November 2026.
Surviving spouses
The exemption granted to a totally disabled veteran extends to their widow or widower. Because the tax is county-administered, exact terms vary by island. Apply through your county real property tax office, and start from the Office of Veterans Services benefits page.
State employment preference
Hawaii adds points to a passing civil-service exam score, administered by the Department of Human Resources Development:
- 5 points for honorably discharged veterans
- 10 points for veterans with a service-connected disability, Purple Heart recipients, and qualifying spouses

Vehicles and licenses
State vehicle registration fee exemption. Hawaii residents with a 100 percent service-connected VA rating and an other-than-dishonorable discharge are entitled to a $45.00 state registration fee exemption on one vehicle.
The catch nobody mentions: you must obtain a verification letter from the Office of Veterans Services every year. This is not a set-and-forget exemption. Miss the letter and you pay the fee. Details at OVS.
Specialty plates. Qualified veterans may obtain veteran, combat, Purple Heart, former POW, Gold Star and other specialty plates for the same cost as a regular Hawaii plate, so the design costs nothing extra.
Veteran designation. Honorably discharged veterans can add a "VETERAN" designation to a Hawaii driver license or state ID by presenting proof of qualifying service, such as a DD-214, at the county licensing office. See Hawaii County vehicle registration and licensing.
The state veterans home
The Yukio Okutsu State Veterans Home in Hilo provides 24-hour skilled nursing and long-term care.
Eligibility: honorably discharged, VA-rated eligible, needing skilled or long-term care, and a Hawaii resident either before service or for one year prior to application. Spouses, surviving spouses and Gold Star parents may be admitted on a space-available basis.
Worth knowing geographically: the home is on the Big Island, in Hilo. If your family is on Oahu, that is an inter-island flight for every visit.
What the common summaries get wrong
| Claim you will see | What is actually true |
|---|---|
| "Hawaii taxes military retirement at 11%" | No. Fully exempt under HRS 235-7(a), no cap, no age test. The 11% applies to other income. |
| "Military retirement is exempt up to a cap" | No cap. |
| "You must be 65 to claim the exemption" | No age threshold. |
| "There is a statewide disabled veteran property tax exemption" | The benefit is real but county-administered, with different rules on each island. |
| "100% disabled veterans pay no property tax at all" | Most counties still charge a nominal minimum tax. |
| "Veterans at 50% get a property tax break" | Depends entirely on the county. Maui 70%+, Kauai 80%+, others vary. |
| "The registration fee exemption is automatic" | No. Annual verification letter from OVS required. |
If you are considering Hawaii
The tax case is strong and under-appreciated: a full military pension exclusion in a high-rate state, plus the lowest effective property tax rate in the country, plus a real exemption on top of it at total disability. The case against is cost of living and housing prices, which no tax benefit offsets.
The practical advice is to do the math by county rather than by state, because your property tax outcome at anything below total disability depends on which island you land on.
