CCAR stands for Challenge, Context, Action, Result — the structure the federal government recommends for writing accomplishment narratives (especially for the SES and KSA/competency responses). You describe the challenge you faced, the context, the specific actions you took, and the measurable result.

What is a KSA in federal hiring?

KSA stands for Knowledge, Skills, and Abilities — the competencies a federal job requires. Many applications ask you to demonstrate each KSA with a written example of when you used it, which is where the CCAR structure helps.

How long should a federal résumé be?

As of September 27, 2025, USAJOBS enforces a two-page limit for most federal (Title 5) jobs — resumes over two pages are rejected, not truncated. Prioritize your most relevant and recent experience, use concise results-focused language, and mirror the job announcement. Some non-Title 5, judicial, or legislative agencies allow longer resumes only when the announcement explicitly says so.

Tips that get federal narratives read:

Write in first person — “I led,” not “we led.” HR needs to see your role.
Quantify the result — numbers, percentages, time, dollars, people. Vague = forgettable.
Mirror the announcement’s language — use the exact competency/KSA wording from the job.
Aim for one tight paragraph per example; give a fresh CCAR example per competency.
